Housing stress describes a situation in which the cost of housing (whether as rent, or as a mortgage) is relatively high against household income. It can also be used to describe insufficient housing for some populations.
As a rule of thumb, households spending 30 percent or more of their income can be considered under housing pressure, and under "extreme" housing pressure if spending exceeds 50 percent. Other studies may apply different thresholds, or limit their definition to households with below-average earnings. The Economics Research Service of the US Department of Agriculture classifies areas as under housing pressure "if 30 percent or more of its housing units meet one or more of the following criteria: complete pipe shortage, no full kitchen, 30 percent pay or more for the cost of the owner or rent, or have more than one person per room.
